Pre-Planning Enquiries

To get an early indication of whether the existing water and wastewater networks can accommodate your development, our Pre Planning Enquiry service offers a useful first step. It provides preliminary guidance to help shape your planning submission and strengthen your engagement with your local planning authority

What is a pre-planning enquiry?

A pre‑planning enquiry is optional, but it can be helpful if you’re planning a larger development, especially 10 or more properties. It gives you an early view of whether there’s enough capacity in our water and wastewater network to serve your development. It also highlights any potential issues before you submit a planning application. It’s not an approval or refusal of works and shouldn’t be used as a basis for design.  

A pre‑planning enquiry can help you: 

  • check if there’s capacity near your site
  • understand possible connection points
  • identify any existing pipes or assets crossing the site 

You usually won’t need to apply if:

  • you’ve already submitted a planning application, and we have already been involved
  • your development is fewer than 10 properties - unless your local planning authority asks for a pre-planning enquiry.  

For wastewater‑only connections, you may not need a pre‑planning enquiry where: 

  • there are no additional flows (for example, replacing existing properties)
  • the development is 10 properties or less, unless requested by the local planning authority. 

We don’t accept applications to discharge surface water into our foul sewer network, so surface water drainage will need to be planned separately. 

  • The cost of your pre-planning enquiry will depend on the size of your development. Separate charges are applicable for water and wastewater enquiries. These are detailed in our Connection Charging Arrangements. 
  • The pre-planning enquiry report is confidential and for your use only. You can share it with others only with our written permission, and anyone you share it with can’t pass it on without our consent.
  • We charge for repeat pre-planning enquiries. If you change the proposed flow rate or point of connection, you’ll need to submit a new pre‑planning enquiry. 

How to make a pre-planning enquiry

We'll be in touch every step of the way to make sure everything runs smoothly. As part of your application, you will need to provide:  

  • Details of your site boundary. This is a requirement for polygon and modelling purposes.
  • Suggested flow rates
  • Preferred point of connection
  • You may also need to include site photos, site plans, drainage plans and H3 hierarchy evidence – we’ll let you know.

Apply online

Use our Get Connected developer portal to complete the pre‑planning enquiry form sharing details about your proposed development, such as location, size and the type of connections you’re looking for. We’ll acknowledge your application within five calendar days.

We assess our network

Once we have all the information we need, we’ll assess our network to check whether there’s enough capacity close to your site. We’ll carry out a hydraulic assessment, identify a suitable point of connection, or the nearest alternative. We’ll also flag any existing pipes or assets crossing the site that may need protecting or diverting. We’ll respond within 21 days of acknowledging your application and our response is valid for 12 months.

We make a decision

If we have capacity at the point of connection, you’ll need to apply to connect to our sewer network (S106) and either apply for a new water connection (S45), a water main requisition (S41) or a self-lay application (S51). If our water supply network doesn’t have capacity, we’ll review what needed to supply your development.
