Our 2026 Pollution Incident Reduction Plan takes a clear look at the causes of pollution incidents and sets out the actions we’re taking to reduce them.

2026 Pollution Incident Reduction Plan 

We are committed to protecting and enhancing the environment - now and for future generations. Our 2026 Pollution Incident Reduction Plan builds on the progress we’ve already made, including major investments to upgrade our sites, digitise our network and detect problems before they happen. While we’ve reduced pollution incidents in recent years, we know there is more to do. This plan sets out how we’re tackling the main causes of incidents, investing in new technology and infrastructure, and working closely with customers, communities, and the Environment Agency to continue driving improvements.

 

Summary

Last year, the most significant root causes of serious pollution incidents in were burst rising mains (70%) and blockages in our sewer network (15%). In 2025, we included funding for additional pressure monitoring on our rising mains. This year, we will build on the new pressure sensors by using their data to proactively lower operating pressures in our rising mains, helping to reduce the risk of future bursts.

 

Key highlights

  • 38% reduction in total pollution incidents since 2020.
  • Performance in 2025 remained broadly similar to 2023 and 2024, with serious incidents still too high.

Investment and improvements:

  • £26 million planned to replace rising mains, including £5 million within the PIRP 2026 budget.
  • Rising mains survey and replacement programme expanded by 21km, reaching 41km total coverage.
  • £2.5 million invested in customer engagement to reduce blockages in hotspot areas.
  • Larger frontline teams, improved technology, and new vehicles and equipment to boost response times.


Community and customer involvement:

  • Increased self reporting of potential pollution incidents, supported by social media campaigns.
  • Faster reporting helps us respond sooner, reducing the impact on customers and the environment.

What caused pollution incidents in 2025?

We use our understanding of the causes of pollution incidents, to focus on activities which make the most difference. Out of a total of 249 pollution incidents, most were caused by blockages (27%). Electrical issues were the reason for 16%, followed by bursts (14%) and mechanical problems (10%). Sewer flooding caused 6% of pollution incidents.
